I use free PHP/HTML/CSS/JavaScript editor - Codelobster PHP Edition It also has HTML code Inspector like FireBug has.

CSS Toolbox is absolutely HORRIBLE to use. you’re better off using notepad than this piece of garbage.

It is not user friendly at all, and in my opinion has no value at all.
