Wow, are you looking for free and best CSS Editor? Yes, I made a list of it. Yup, I know lot of great CSS editor available out there but I will only choose three of them. Hope it helps you as a web designer to find which one is the best and absolutely FREE.
1. Aptana
Yup, this is one of best CSS Editor. Available on Windows, Mac and Linux make it more powerful on all platforms. It supports code-completion and syntax highlight which make your CSS work easier. Not only support CSS but also HTML and Javascript make the features seems so complete for web designing and development.

Another great CSS Editor. The interface looks clean and simple. it also can check your CSS code on some browsers like Opera, IE and Firefox. it supports code-completion and CSS 2 standards.

There is pro version of TopStyle. But this Lite version is good enough to help you coding CSS. It supports code completion and also can check your code on IE, Firefox, Opera, and even Safari.

CSS Toolbox is absolutely HORRIBLE to use. you’re better off using notepad than this piece of garbage.
It is not user friendly at all, and in my opinion has no value at all.

I use free PHP/HTML/CSS/JavaScript editor – Codelobster PHP Edition
It also has HTML code Inspector like FireBug has.
